Developer Fees

Government Code Section 65995 and California Education Code Section 17620 allows school districts to levy fees on residential and or commercial/industrial construction projects within a school district’s boundaries.  The State Allocation Board (SAB) sets the per-square-foot Level I school impact fees (“Developer Fees”) every two (even) years at its January meeting.

New Developer Fee Rates – Board Approved April 17, 2024

  • Residential Construction: $5.17/square foot
  • Commercial/Industrial Construction: $0.84/square foot
  • Hotel/Motel Construction: $0.84/square foot
  • Rental Self-Storage Construction: $0.16/square foot

School fees are determined based on the square footage of all new construction and additions on residential and commercial property falling within the Carlsbad Unified School District boundaries. Any new residential additions or construction less than 500 square feet is not subject to a fee. If your project is subject to school fees, the City of Carlsbad’s Building department will provide a certification that can be brought to the school district to verify payment has been made. The city will prepare the required documents during the building permit process.  The certification, signed by the school district official, will need to be returned to the Building department prior to your building permit being issued. To make an appointment to pay school fees, please contact lgrundler@carlsbadusd.net. Fees may be paid by cash or check at the Carlsbad Unified School District Office, 6225 El Camino Real, Carlsbad, CA. Appointments are available 8:00am - 4:00pm, Monday - Friday. Please make checks payable to Carlsbad Unified School District (CUSD).
