Brian Litchfield, Senior Project Manager

Mr. Litchfield has more than 30 years of experience in the construction industry, with 18 of those years being in the planning, design, construction in the K-12 education system and most recently in the higher education systems for the past 5 years. He has been involved in a variety of projects over the years all throughout San Diego and Orange Counties.  Mr. Litchfield brings with him multiple years of experience in all levels of construction starting in the field on trade work progressing into project estimating, coordination, field engineer, superintendent, project management, leading most recently into excelling in the owner management and CM construction manager level.   Recently Mr. Litchfield held responsibilities at the higher education level and overseeing and managing all areas of construction at the construction manager level.  Leading multiple assigned projects simultaneously from concept to completion including in a variety range just to mention a few, full ground up new building construction, main underground infrastructure and utility installation and repairs, full renovation and improvements to existing buildings historically leading back to the early 1950's, large site improvements, renovation and upgrades.  Mr. Litchfield is looking forward to the opportunity in continuing to grow and utilize his years of field and leadership experience working with the innovative team at the Carlsbad Unified School District.

Mr. Litchfield's education history includes studies at the Community College level (Rancho Santiago and Orange Coast Colleges) and continued onto California State University of Fullerton earning a Bachelor of Arts degree in Criminal Justice. After graduating, he continued his education within the construction industry receiving training and certifications through multiple online and in person opportunities through the AGC Associated General Contractors program along with additional leadership education and training experience opportunities.

Vinnie Aguelo, Construction Manager

Mr. Aguelo is a civil engineer and construction manager with 7 year of experience in the field of construction, planning, and engineering. He has extensive background and experience in project and construction management and continue to thrive in this industry. Alvin earned his Bachelor of Science in Structural Engineering from University of California, San Diego in 2012. After graduating, he worked as an Engineering Instructor teaching young students for an after school and summer program at Elementary Institute of Science. He shortly joined, the City of National City as an Engineering Intern where he kickstarted his career.

Mr. Aguelo continued in this engineering path gaining more experience by working on local and international engineering projects. He has been mostly involved in the public sector working on Capital Improvement Projects (CIPs) and federally funded efforts such as Highway Safety Improvement Programs (HSIPs) here in the US. He also worked internationally where he was the Deputy Project Manager for the construction of pre-stressed concrete tanks on a combined-cycle power plant and the Qatari Navy Port in Doha, Qatar. Mr. Aguelo’s has a wide variety of project experience including renovation of city facilities, traffic signal and road improvements, BMP implementation, infrastructure and smart lighting, and wayfinding signage implementation. He joined Carlsbad Unified School District in 2019 and has been managing the design and construction for the modernization efforts throughout the campuses.

Carlsbad Unified School District is proud to contract construction management services through Project Professional Corporation (PPC) for the Measure HH Bond Program. PPC’s responsibilities include working in collaboration with District staff, architects, DSA, contractors and consultants in all phases of construction including planning and design development, procurement of related services, construction of new and modernization of existing facilities and project close-out and commissioning. PPC also works closely with District staff to assure that prop funds are spent for the purpose they were intended by participating on the Independent Citizens’ Oversight Committee.
