English Language Development
What is an English Learner?
Students are identified as English Learners (ELs) based on information provided on the Home Language Survey during registration and the results of the English Language Proficiency Assessments for California (ELPAC).
An English Learner is a student whose primary language is not English and who is developing English proficiency while also learning academic content in school.
The term multilingual learner (ML) is also used interchangeably to celebrate the many languages students bring to their classrooms and to recognize that speaking more than one language is an asset that strengthens learning and connection.

English Learner Parent Advisory Committee (ELAC)
The English Learner Advisory Committee (ELAC) is a committee composed of parents, staff, and community members specifically designated to advise school officials on English learner programs and services. Contact your school for more information.
District English Learner Parent Advisory Committee (DELAC)
This is the district-level English Learner Advisory Committee of parents/guardians, staff, and community members designated to advise district officials on English learner programs and services. Each ELAC elects at least one member to the DELAC.
Carlsbad Unified School District is dedicated to providing English Learners with the academic, social, and cultural supports necessary to attain high levels of English proficiency and master grade-level standards.
- 
        CUSD offers a Structured English Immersion (SEI) language acquisition program. In this program, classroom instruction is provided primarily in English using curriculum and strategies specifically designed for students who are learning English. The goal of the SEI program is to help students develop English proficiency while ensuring access to grade-level academic content. English Language Development (ELD) InstructionAll English Learners receive English Language Development to build their language skills and academic success through two types of instruction: - Designated ELD: Dedicated time focused on developing English language skills as a stand-alone subject using the California ELD Standards.
- Integrated ELD: Ongoing support across all subjects, using instructional strategies that make grade-level content understandable while promoting language growth.
 Language Acquisition Program OptionsParents and guardians may choose a language acquisition program that best meets their student’s needs. - If 30 or more families school-wide (or 20 or more families at a single grade level) request the same type of language program, CUSD will explore the feasibility of offering that program.
- Requests for new language acquisition programs may be submitted to the school principal.
- Families are also encouraged to provide input on language programs during the LCAP (Local Control and Accountability Plan) development process.
 CUSD is committed to providing high-quality programs that build English proficiency, honor students’ home languages, and promote success for all multilingual learners.

        When a student demonstrates proficiency in English, they may be reclassified from English Learner (EL) to Fluent English Proficient (RFEP). Reclassification is based on several factors, including: - Results from the ELPAC assessment
- Teacher input and classroom performance
- State and district academic measures
- Parent or guardian consultation
 Once reclassified, students no longer receive designated English Language Development instruction but continue to be monitored to ensure continued academic success.

        CUSD is committed to keeping families informed about their child’s progress in English language development and academic achievement. Families receive notification letters that explain their child’s English Learner status, assessment results, and available program options. Initial Parent Notification Letter- Sent after a student takes the Initial ELPAC (English Language Proficiency Assessments for California)
- Explains whether the student is identified as an English Learner (EL) or an Initial Fluent English Proficient (iFEP) student
 Annual Parent Notification Letter- Sent each year for students who continue to be identified as English Learners
- Includes information about the student’s academic performance in English Language Arts (ELA) and Mathematics
 Both letters provide families with: - ELPAC scores showing English language proficiency levels
- Reclassification criteria explaining how students become Fluent English Proficient (RFEP)
- Graduation rates for English Learner students
- Information about language acquisition programs offered in CUSD
- Guidance on how families can select or provide input on language programs
- The right to opt out of a language acquisition program or English Learner services

        Parents/guardians may opt students out of EL program by contacting their school principal. The student is still identified as an EL and must take the Summative ELPAC each year, but will not be required to engage in designated ELD instruction. 
- 
        Title III funds are federal dollars used to assist multilingual students with improving English proficiency and achieving academic goals. Goals of the Title III Program- Provide professional development to staff
- Implement programs and activities
- Ensure English proficiency and academic achievement
- Promote parent, family, and community engagement
